Re-watching "The Die Is Cast", I noticed something odd.
Toddman is supposed to be a Vice-Admiral, but he wears a gold uniform. Can anyone else think of an instance where an Admiral wasn't wearing red?

Oddly they seemed to switch the use of gold and red between TOS and TNG.

Well, Scotty was an "captain of engineering" and McCoy was an admiral in Encounter at Farpoint. Perhaps it is possible for non-command officers to attain the rank of admiral?

That's all I can remember. Maybe there are differences between different sectors in the UFP? For example, maybe some far-flung region of the UFP still uses gold shirts for command positions.

Aye, that's possible. Though I find it hard to believe a doctor becoming an admiral. Wouldn't that imply he commanded a ship at some point?

No, you can be a Flag officer without ever commanding a unit in the field.
Edit: General Eisenhower for example was a logistics officer who never held a field command yet commanded the entire invasion of Western Europe.

Besides, Crusher commanded a medical ship in All Good Things. So a Doctor with a captaincy isn't unknown.
