The Federation wishes to announce that per conversations with the Romulan government we have come to the decision to replace the Treaty of Algeron as the primary document governing relations between our two powers due to recent events. At such time as the Romulan government is re-established and in a position to negotiate a formal replacement document the Federation is more than willing to do so. Until that time we have informed the Romulan government that it is necessary to close our mutual border to all traffic heading in either direction.

We hope this is a temporary state of affairs that can be promptly resolved once the Romulan Star Empire has stabilized. We regret any inconvenience this poses to other powers in the region.

The Romulan government is currently re-establishing itself. The Preator has been replaced and the senate is being replaced as soon as possible. Once this replacement occurs we will begin our renegotiating with the Federation to replace the Treaty of Algeron.

This movement will be complete in about 2 years overall.

The Federation is at this time undecided on how or if it will deploy cloaking technology. We do believe that this is an issue that is not suited to a treaty between just two powers which has the primary objective of governing border security and the nature of relations between those two powers. That leaves any such agreement regarding cloaking devices to be cast away if relations between those two powers are broken, as they currently are with the Federation and the Romulans.

The Federation is willing to discuss this subject with all powers that are willing to come to the table on the issue. Given the repeated violations of our space by cloaked ships throughout our history we do feel that this is a major issue that must be addressed. However unless the Klingon and Romulan governments are willing to discuss this issue with an open mind to reducing and possible removing cloaking devices from their ships we are unsure what lasting solution can be acheived.

As to our position on withholding cloaking technology we do not presently have any deployed models which we could share with anyone, and suggest such a question is best directed to the two primary creators and potential sellers of such devices in the Romulans and Klingons.

The Federation request clarification of the Breen position on this issue. We are unaware of what role we have in this so called balance of power and are unsure if you are implying that cloaking devices would be a tool for Federation aggression. We must say we are a bit taken aback by any implication that we would use such a device to promote our own expansion.

The Romulan Empire is willing to look at this situation and request with an open mind. Once our government is fully in place we would like to begin discussing on a different channel between any that have the cloaking technology available to them.

On behalf of the Provisional Government of the Cardassian Union I would extend our hopes that in the light of events of the last decade the nations of this portion of the galaxy will see more benefit in cooperation and mutual advancement than in destruction. We will be in a transitional period as we establish our new government but rest assured that we look forward to formalized relations with the major powers of the region as soon as possible.

The Ferengi Alliance would like to announce that we are open for business.

We are looking for trade partners and those needing loans. Trade will currently be in small amounts, to be expanded as time goes on.
Loans will be discussed on an individual basis.

If someone would like us to develop something for them, whether it be a ship or something smaller, we can do that too.
