What does that mean?

It basically means that there are too may people on the site/forum at the same time. It's not to do with a single user using too may tabs/windows at the same time, however, if you are doing that and each window is loading a page at the same time it wont help the situation. I'll have a quick word with the ISP but I don't think they will change this.

That happened to me once or twice before.

And it happened to everyone for a couple of days last year when the entire site became inacessable due to some weird glitch.

Kinda sucks, but how cool is it that there are times at which we have too many people one the site?

how can we have too many people, we haven't even come close to the 209 ppl online record...(which I think we should try and break this summer.

We're talking simultaneous requests to the database. These requests usually last a few seconds at most, ie the time between you clicking a link and the page being displayed. It's the number of pages that can be served up in one moment that is the issue. If you see the error you can simply hit reload and it will, almost certainly, not be there. A minor inconvenience but nothing deadly. When I find the tech support lady at our hosting company online I'll have a word and see if there's an issue. She doesn't seem to have been online recently and I don't want to try and explain it via email.

That limit probably also includes people checking out the main site. So the forum counter wouldn't record their presence.
