So, are we going to change our canon to say that all Starfleet vessels of this period, including the NX-01, had these weapons rather than that phase cannons, or is our ship just stuck with sub-standard equipment?

I'm going to say that only a few ships recieved the Phase cannon/Photonic torpedo upgrade. Starfleet could not afford to field as many of the newer specification ships, and cut the armemant down to allow more of the class to be fielded.

Weapons: 6 Upgrade Plasma Cannons
6 Spatial torpedoe tubes 4x Fore 2 aft 25 rounds each
Speed: Mx. Cruise: Warp 4.6
Mx. Possible: Warp 5.2

So, strenght wise, how do we compare to Klingon ships, Romulan ships, etc?

Hmmm...The Romulan ship witnessed (The uber-fancy BOP) Which we WILL use would probably have a pair of plasma cannons or disrupters and a light torpedo system. But normally attack in pairs or trios. Same with Klingon BOP's.

So ships of opposing races will be using roughly the same armaments as us?

Probably. I think the Vulcans and Andorians can keep their Particle beams, and the Tellerites their weaker Particle pulse cannons. But the pigmen and the blue-skins (lol) can have their weapons downpowered a tad. the Vulcans can keep their power, they are highly advanced.

As long as the Romulans don't also have their uber plasma torpedo, I'm fine.
If that had been in the episode, I think I would have cried.
