Still wouldnt want to be hit by them.

Of course, but it would take a number of hits to keep a target down, especially a determined one. Maybe the phasers in those instances were the beam equivalent of .25; enough to injure someone, but not nearly enough to kill in one or two shots.

Or they could have had curcuitry problems making them very weak even on a high setting.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

Brilliant. I remember there was once a website that actually had a table of the various power settings that were used to stun/kill various creatures in Trek. It went by canon, too. Can't find it though.

Just curious, what's the caliber of a BB-gun?

.177 up to .25 apparently, but it's not the same thing due to propulsion method.
